This is typical of the cranes used to tranship goods between canal boat and wharf. In use there would be a chain or rope between the lower drum (which was hand powered) that went up to the outer rim of the top wheel, the lifting chain being on the inner edge. This arrangement gave the mechanical advantage needed to lift the load.
